蒜泥 is garlic pounded to a wet paste and usually eaten raw, in dips and cold dishes. 蒜蓉 is finely minced garlic, usually cooked, as in 蒜蓉粉丝 garlic vermicelli. 泥 'mud' names any mash: 土豆泥 mashed potato, 枣泥 date paste.
