A steamed bun of plain wheat dough rolled up with scallion oil or salt and twisted into a flower shape. Soft and lightly savoury, eaten in place of rice, often with congee or soup.
花 = flower, 卷 = roll. A sheet of dough is brushed with scallion oil (or sesame oil, salt and pepper), rolled, sliced and twisted so each bun blooms into a flower shape when steamed. Same dough as 馒头, but layered and twisted.
