非 is short for 非洲 'Africa' and 裔 means 'descendant'. It mostly stands before a noun: 非裔美国人 'African American'. Same pattern: 华裔 'of Chinese descent', 日裔 'of Japanese descent'. It is more formal than 黑人 'Black person'.
