霸 'tyrant, bully' marks someone who dominates a place or a thing. The older sense of
路霸 is the gangs who set up illegal tolls or robbed trucks; today it is also any driver who hogs the road. Newer words on the same pattern are friendlier:
学霸 'top student',
麦霸 'karaoke mic hog'.
