history
Recorded in a commentary to the 三国志: 司马徽 tells 刘备 that ordinary scholars cannot grasp the needs of the times and only outstanding men can, and names two such men nearby, the Crouching Dragon and the Young Phoenix, that is 诸葛亮 and 庞统.
usage
Today it is mostly used to urge someone to accept reality or give in to a stronger side, so it can sound pragmatic or cynical. 为 here means 'to be' and is read wéi, not wèi.
