稽 is read qǐ here, 'to bow to the ground'. Its common reading jī belongs to words about checking, as in 稽查 and 无稽之谈.
history
The 周礼 lists nine kinds of bow. 稽首, with the head held on the ground for a while, was the most solemn, owed by a subject to a ruler; 顿首, a quick knock of the head, came next. Both survive in old letter closings, and Buddhist texts use 稽首 for bowing to the Buddha.
