Critics use
媚俗 both for pandering art and for 'kitsch'. The word spread in the late 1980s through Chinese translations of Milan Kundera, where it renders his 'kitsch'.
媚 means 'to fawn on' and
俗 'popular taste', so the word literally says 'flattering the vulgar'.
