usage
国内 (domestic) and 国外 (foreign) share one 国. Said by a Chinese speaker, 国内 means China, so 国内外 usually comes out as "in China and abroad". The same shortening gives 中外 (China and foreign countries) and 境内外 (inside and outside the borders).
