全 "whole" plus a place word makes a scope noun: 全国 (the whole country), 全省, 全市 (the whole city), 全校 (the whole school). It often goes right before another noun: 全省人民 (the people of the whole province).
mistakes
The same two characters can also be two words. In 钱全省下来了 "all the money got saved", 全 is "all" and 省 is the verb "to save".
